Boise Police Department Investigating Suspicious Activity at Boise Hewlett Packard Campus, yesterday


Mark Reinhardt- Boise Idaho An ongoing investigation into suspicious activity at the Boise HP Campus is taking place through the Boise Police Department. Gathering attention by Boise Area residents on Twitter, Officers later stated that they found nothing suspicious during that conversation, Officers later mentioned that the measures taken were precautionary, At 4:00 PM, Boise Police had mentioned that an all clear, was not given at that moment, when asked by someone on Twitter, No further information is available at this time.....

Idaho State Court of Appeals denies Post-Conviction relief related to Drug Conviction


Mark Reinhardt- Boise Idaho Last month, the Idaho State Court of Appeals denied a petition for post-conviction relief relating to a Heroin Trafficking conviction. According to the opinion, these were the facts of the case, "FACTS AND PROCEDURE After a jury trial, Lopez was found guilty of conspiracy to traffic in heroin, Idaho Code งง 18-1701 and 37-2732B(a)(6). Prior to the trial, evidence in Lopez’s case was analyzed at the Idaho State Police forensic laboratory in Meridian, Idaho. Years later, letters from the Idaho State Police to Idaho prosecutors identified issues at the Idaho State Police forensic laboratory in Pocatello, Idaho. The letters indicated that employees at the forensic laboratory in Pocatello had wrongfully maintained a box of unaccounted for drugs used for training purposes and tour displays. Employees concealed this box during audits of the facility." According to the Idaho State Police training Manual on Forensic Analysis, this what was said about keeping evidence accounted for, In the argument issued by the Idaho State Court of Appeals, its analysis had addressed the issues brought before the court in cititing a Brady Violation during trial, "Lopez argues the information concerning abuses of state laboratory procedures at the Pocatello forensic laboratory would have assisted him in defending his case. The district court found that the drug testing in Lopez’s case was conducted at the Meridian, Idaho laboratory and the analyzing technician in Lopez’s case was not implicated in the issues at the Pocatello laboratory. Based on these findings, the district court determined the State did not commit a Brady violation because the evidence put forward by Lopez was not exculpatory. We agree." Lopez was denied his appeal, citing lack of preponderance of evidence, no word yet, on whether or not he plans to appeal to the Idaho State Supreme Court of to the Supreme Court of the United States.

City of Kuna Idaho now requiring a permit for Commercial Special Events, events protected by the First Amendment not included


Mark Reinhardt- Boise Idaho The City of Kuna Idaho has an Ordinance on their servers that would require a permit through the City Clerks Office for Special Events. The Ordinance, labeled as, Ordinance 2013-3, defined special events as, "Special Event: A preplanned single gathering, event or series of related consecutive daily gatherings or events, expected to draw members of the general public at any of these gatherings or events as participants or spectators which is to be held on public or private property, that is of an entertainment, cultural, recreational, educational, or sporting nature, or of any other nature." Addressing issues related to the First Amendment, the Ordinance stated,
The main requirements issued by the Ordinance were in relation to Commercial Events, which states,
The Ordinance was not shown to have been signed by Kuna Mayor Greg Nelson, when found searching for it online,
However, according to the City of Kuna's Municicode Database, the Ordinance itself was passed February 2nd, 2013

Idaho Legal Aid to reduce Domestic Violence services to Low Income victims of Domestic Violence


Mark Reinhardt- Boise Idaho Idaho Legal Aid has just issued an announcement on its Facebook page,
The notice itself, gave a brief background on those services, "Idaho Legal Aid Services (ILAS) is the primary provider of civil legal services to low income victims of domestic violence, sexual assault and stalking in Idaho. This practice has been underwritten by a Department of Justice grant obtained by the Idaho Coalition Against Sexual and Domestic Violence in partnership with the Idaho Volunteer Lawyers Program and ILAS." The grant itself was underwritten by the United States Department of Justice, No further information is available at this time.

Disneyland Changes Disability Accomodation Policy


Mark Reinhardt- Boise Idaho It has recently been announced that Disneyland, owned by the Walt Disney Corporation, has changed its policy on Disability Accommodations, according to the Autism Society of America,
According to the Disabilityscoop.com report, cited by the Autism Society, the changes were announced via the Mouse Chat Blog http://micechat.com/42628-miceage-disneyland-update/ Walt Disney Company had declined to comment on the issue, citing the fact that they were looking into the issues surrounding the policy change.

Fact Check: Does Boise Idaho Spend thousand of dollars on Homeless Assistance Programs?


Update 9-22-13 6:03 AM Editors Note: I've included a brief explanation of the Financial Tables included in this article Mark Reinhardt- Boise Idaho At a September 17th, Boise Idaho City Council Meeting, City Councilor Thomson addressed the issue of helping those who are homeless in the City of Boise, iand, addressed the CATCH and Community Housing Programs as the means the City has taken to do so, Mentioning the claim of thousands of dollars spent on Homeless Assistance, its important to take a look at the 2012/2013 Biannual Budget Working Documents from 2011. I first had to retrieve that document through the website after discovering that the document did not exist on the City of Boise servers According to the workshop documents, this is what the five year period for the city looked like, including actual and proposed financial figures for the Community and Housing Development budget. Retained earnings for the programs in 2009 and 2010 were listed in millions and thousands in red ink, later retaining a positive fiscal balance for 2011, while working out the numbers for 2012 and 2013. The CATCH program itself, did not have Red Ink for those years, and in fact, retained a positive balance in the Hundred Thousands. Brief Explanation of Financial Tables: Retained Revenues is the amount of money left over, after a Fiscal Year is completed. Revenues, means the amount of money taken in, spent on each program itself. When a budget document contains parenthesis, it means that fund is running a negative balance. A financial summary is the total dollar amounts spent on programs, also, outlining the amount of money, allocated to expenses. In previous News Reports, Boise Police Chief Michael Masterson had expressed how Idaho Medicaid budgeting was creating an extra strain for his officers. Even expressing to the Legislature that we should protect people, like we do Natural Resources, He was later honored for his work in dealing with persons who have Mental Health issues, http://police.cityofboise.org/media/132335/crbul_v3jan2013.pdf Councilor Thomson was factually correct, and while the issue of Aggressive Solicitation is left to Municipal Governments, Members of Local Idaho Law Enforcement had pointed out the increased impacts of State Medicaid Budgeting decisions on their departments through contacts with persons suffering through Mental Health conditions, as KPVI in Pocatello had reported, According to the Idaho Housing and Finance Association Point in Time Count for 2013, these was the figures for persons with Disabling conditions listed as Homeless, While Councilor Thomson was correct about the amount of money spent on Homeless Assistance programs, the issues surrounding Ordinance 34-13, goes farther than Aggressive Solicitation, as Councilor Mclean pointed out, Sources close to Idaho Law Enforcement have stated that Officers will not enforce the Ordinance. Ordinance 34-13, will be fully implemented on January 2nd, 2014.

Vista Avenue Bank robbed yesterday, in Boise Idaho


Update 9-24-13 5:46 AM Boise Police have now arrested a woman for aiding the suspect in the Vista Avenue Bank Robbery, according to their press release, this is what happened, Boise Police arrested and charged a Meridian woman with helping a suspect wanted for bank robbery avoid capture. Kasey Blackburn, aka Kasey Moss was with the bank robbery suspect, Jacob Dial when Dial was arrested by police at a Meridian restaurant late Friday, Sept. 20th. During their investigation, detectives found evidence Blackburn had knowledge Dial was wanted by police and that she assisted him in avoiding arrest. During her arrest, officers found Blackburn in possession of a small, clear vial containing a white crystal like substance which field tested positive for methamphetamine. The suspect was booked into the Ada County Jail on the above charges. Update 9-21-13 6:36 AM Boise Police have now identified the suspect in the Vista Avenue Bank Robbery, Boise Police believe that it was the same person responsible for robbing the Idaho United Credit Union on 13th Street,

Monsanto Corporation purchases Sustainable Agriculture and Biotechnology companies in the 3rd Quarter of 2013


Mark Reinhardt- Boise Idaho According to a Quaterly Report for the 3rd Quarter of 2013, Monsanto has purchased two companies, Agridas Inc, which focuses on Sustainable Agriculture Solutions and Israeli Biotechnology Company Rosetta Green Limited, According to Note 3, in their Consolidated Financial Statements, these were the details of those purchases,
In their 3rd Quarter report, this is what was listed for their Unaudited Financial Statements,
Monsanto in recent years, had come under fire for the Safety of their Genetically Modified Products, and a rider that was slipped into a continuing resolution spending bill, that kept the company from Judicial Review over their products, as this report from Russia Today, stated, According to the Agradis website, this is what was listed for their history,
The two primary goals of the company, before the purchase by Monsanto, was this, "Agradis is an agricultural biotechnology company formed in 2011 to improve the sustainability and efficiency of crop production agriculture. Agradis is focusing on the following two areas: Developing improved castor and sweet sorghum genetics to meet the demand for biofuel and renewable industrial product feed stocks. Discovering and developing microorganisms that improve plant growth and provide protection from plant pests." Rosetta Green Limited, an Israeli based company, was a developer in Micro RNA development, according to its about page, this is what was said about the Companies history, and background.

New Mortgage bonds for Idaho Power issued in August, not filed with the SEC since August 1st.

Mark Reinhardt- Boise Idaho Idaho Power, has recently issued new Mortgage Bonds for the company, according to a Prospectus filing with the U.S. Securities and Exchange Commission.
In the filing, it had advised investors to monitor the risk factors involved in purchasing the notes. http://www.sec.gov/Archives/edgar/data/49648/000104746913007542/a2215866z424b5.htm According to SECForm4.com, a website that publishes Insider Trading Data, Idaho Power's Chief Investment Officer had sold 14, 238 shares of company common stock, totaling $157,428 (U.S. Dollars) in August. While Lori Smith, Idaho Power's Chief Risk Officer had sold 823 shares in June, totaling $12,556 (U.S. Dollars)

Shodanhq.com new Search Engine that reveals computer network weaknesses

A new search engine titled, "Shodan" allows an individual user to exploit the weaknesses of Computer Networks all over the world. Listed on its website, was quotes from previous news articles about itself,

Using a Search Engine query system, Shodan allows the user to see the weak points within a computer network, then allowing the user to gain access by clicking on the servers IP (Internet Protocol) Address.

A search entry for the City of Boise, had this as the listing on the Shodan Website




Emails sent to the Boise Police Department about this issue were not returned.
According to the website, the following screenshot had listed the following vunerabilities for United States Senate websites.

 In an attempt to verify the functions of the website, it was revealed that the Simplot Corporation's Microsoft Outlook Exchange server was able to be accessed through the company's IP Address.



Boise Resident David Benjamin Hall had first posted a link about the website, citing Privacy Concerns.
