Idaho Transportation Department Denies Records Request for Broadway Avenue Bridge Repair Openhouse

A Public Records Request, was recently submitted to the Idaho Department of Transportation on December 10th. In this request, the following items were included;


1. Broadway Avenue Bridge Repair openhouse documents
-Preliminary Designs and Schematics
-Submitted Written Comments
-Online Q&A chat transcripts
2. Capitol Blvd Bridge Designs



The Open House was conducted in October of 2014, with other discussions on the project dating back to May 2nd of 2013.

In-Depth The Documented History of Child Welfare Services in the United States Of America

In the 21st, Child Welfare within the United States is commonly associated with an agency called, “Child Protective Services.” This agency, originally passed into law by President Richard Nixon, makes up what we know of Child Welfare today. However, Child Welfare in the United States goes farther back then the Nixon Administration. As a document obtained through the childwelfare.gov website points out;
In terms of Department Jurisdiction, the Children’s Bureau of the United States was a part of the Department of Labor, as the agency’s overview states.
According to Department of Labor documents from the 1930s, an effort was made s to provide aid to mothers.
During this time, the Department had also discussed the issue of Childhood Delinquency.

From 1936-1938, the Department of Labor described how the Development of the Program had progressed.
The Social Security Act, is the primary source of current Foster Care Funding under Title IV-E of the Social Security Act. During this time, Francis Perkins served as Secretary of Labor for the United States. In 1974, the Child Abuse Prevention Treatment Act was signed by Richard Milhouse Nixon.
In the late 1990's, under the Administration of President William Jefferson Clinton. Operations related to Child Protective Services was reformed under the "Welfare Reform" Initiative. As Rand Corporation writes;
In 1997, a Report titled, "The Corrupt Business of Child Protective Services" was issued in the State of Georgia.

According to a document obtained through the California Public Records Act, this was the partial expenditure for Los Angeles county in 2012.
According to a document obtained through the childwelfare.gov website, a presentation discussing the Affordable Care Act application was issued by Georgetown University.
Last year, the California Department of Social Services had posted the following for Foster Care Reimbursement Rates in the state.
In the State of Idaho, the United States Department of Health and Human Services had issued an Audit Report last year.
A letter obtained from the Idaho Department of Health and Welfare's website listed the following for Foster Care Reimbursement rates;
Former Teacher, Lisa Calvin, discussed the 21st Century issues of Child Welfare from a Public Education Standpoint.
 Addressing 21st Century Law Enforcement Protocol on Child Welfare issues. Diane Goldstien, member of the Board of Law Enforcement Against Prohibition spoke on the issue in an interview with the Russ Belville Show;
 My Interview with the Russ Belville Show discussed the finances of Child Protective Services.

As the Economic Crisis unfolds, discussions related to Child Welfare, are currently being driven by multiple subjects.

United Water Working to Amend Agreement with Brian Water Users Association

United Water is currently working to amend an agreement with the Brian Subdivision Water Users Association. This, according to documents obtained through the Idaho Public Utilities Commission, serves the following functions;
 
Users of the Water Association submitted a petition to the IPUC, stating the following;
 
This was further backed up by the Idaho Department of Environmental Quality, in a letter submitted by them;
 
The case is still open, according to the Commission's Website.

Prominent Idaho Environmental Activist arrested at Payette County Idaho Planning and Zoning Commission Meeting

Prominent Environmental Activist Alma Hasse had recently been arrested by Payette County Sheriffs Department. The issue stems from a October 9th Meeting of the Payette County Planning and Zoning Commission;
According to Jim Hasse, Alma's husband, these are the current details and whereabouts of the activist;

Editorial: When famous people become "Personality Cults" I move on

Mark Reinhardt- Boise Idaho There is a trend within the 21st Century, I feel needs to be addressed. A trend that spans across all portions of what is called, "Fame and Fortune." When people become famous, there is an assumption of everyone being a "hater" because of it. That's not always the case. As this famous song, will attest to;
Those who do work on behalf of the "Human" Race, or the "Public Interest" I really do appreciate.

However, there is a "big" difference between doing "Public Interest" work for the sake of the "Public Interest" and those who do "Public Interest" work for the sake of feeding their own ego. Personality cults have never impressed me. If anything, the 21st Century has become a "Personality Cult" masquerading as "Public Interest."

Panhandlers engaging in Ticketing Scam in Downtown Boise: Later threatened for filming them

 A group of Panhandlers were engaging in a Ticketing Scam at the intersection of Main and 6th in the Downtown area. One person, gave me an interview in relation to the scam, describing how the person handing out fake tickets stole his bike; After filming the scam, I was later approached by one of the parties involved; While this was occurring, a Boise Police Cruiser drove by to check on the situation.
Later, they would attempt to physically harm me, until one of the homeless people on the street got in the middle of situation;

Sources close to the Homeless population had described the activity as Fraud and Extortion.

City Council Proposes New Ordinance related to Camping in Public Places

 A New Ordinance is set to be read by Boise City Council this Tuesday.
The Ordinance, titled 38-14, would be amended to not enforce Disorder Conduct and Camping Ordinances.

As a September 3rd memo from the City Attorney writes;

“The amendments to the camping and disorderly conduct ordinances enact, as part of the ordinances, the special order that was added to BPD policies and procedures and became effective January 1, 2010. The amendments ensure that the camping and disorderly conduct ordinances are not enforced when there is no shelter space available.”
A previous Ordinance in relation to homelessness was met with protest and increased turn out last year. The issue then, was “Aggressive Panhandling.” This was under Ordinance 34-13, which was challenged successfully by the Idaho ACLU in Federal Court.

The council will address the Ordinance this Tuesday, according to its website.

Crowd Gathers at Boise City Council in opposition to Annexation Proposal

A crowd has gathered at Boise City Council tonight, in order to testify against a  annexation proposal. The proposed annexation will cover 925 parcels of land, totaling 592 acres generally between Boise City Limits and Horseshoe Bend Road.

According to the City of Boise's Planning and Development website, the proposed annexation is located on Hill Road. During tonights hearing, this is the packet currently being looked at by City Council;

The item was previously discussed at a July 14th meeting of the City Planning and Zoning Commission;

Many concerns being presented by those opposed to the measure, include
-Going into debt
-Raised Taxes
-Lack of Representation and No voice

Guns on Campus Update: New Policy Guidance issued by Boise State in relation to Concealed Carry

On June 6th, 2014, Boise State University issued a new Policy Guidance for Concealed Carry on campus
This was after the passage of Idaho Senate Bill No 1254 from the Idaho State Legislature.

New Construction taking place at Main and 6th Intersection

In Boise, there is an area of the Downtown Core referred to as the “Old Boise District.” The District itself, is home to buildings originally built during the early 20th Century. One of those buildings, is the Eagles Building;

Current construction in the area, is a part of a Capital City Development Corporation initiative, called, “Old Boise Streetscape.”

The main contract for the project was awarded to “Diamond Contractors” for the amount of Seven Hundred Eighty Seven Thousand, Eight Hundred Sixty Six dollars. According to May 12th Minutes of the Corporations Board of Commissioners.

Breaking: Unauthorized Login to Google Account Associated with Idaho Calling Blog has now occurred.

Google has blocked two unauthorized login attempts to the Google account associated with this blog:

The initial review of the login attempts stated the known location as Meridian Idaho. However, according to an IP Trace, it revealed a completely different location.

New Idaho Oil and Gas Leasing Auctions set to occur

A new series of Oil and Gas Leasing auctions are set to occur according to the Idaho Department of Lands Website; (1)
 
The Department gave the following description of the Oil and Gas Leasing Process; (1)
 
In April of this year, protests over the process had been initiated by Environmental Activist Groups. Among those groups, included Wild Idaho Rising Tide and Idaho Residents Against Gas Exploration. (2)
Currently, IDL states that there are 16 active wells currently in the State. One of which, has been plugged and abandoned;
 
In a written comment to the Idaho Oil and Gas Conservation Commission, WIRT said; (3)
 
 Continued protests associated with the Leasing Process are expected to continue.

Fact Check: Is the Idaho Hazard Mitigation Plan on Civil Disturbances Historically Accurate?

The State of Idaho’s Bureau of Homeland Security sends out a plan, called a, “Hazard Mitigation Plan.” One aspect of the plan contains a section on Civil Disturbances.
Addressing historical Civil Disturbances in Idaho, the plan stated; (1)

"There have been several episodes of civil disturbance in Idaho. Chinese immigrant 
mining disturbances  date back to 1885, and miner strikes and confrontations are 
recorded in the 1890’s. During this  decade, Idaho Governors requested federal 
assistance on two separate occasions in efforts to suppress 
insurrection. (Coeur d'Alene Miners' Dispute (1892-1899)"

This was also known as the Burke Canyon Shootout. 

American Heritage Magazine said of the Dispute; (2)

Fortunes were being made—but not by the men who worked down in the mines. There were about 
three thousand of them by then, plus another five hundred common laborers. And they earned $3.50 a 
day for a nine-hour shift.”

 This dispute would later involve the use of Guns, to which, the United States Marshalls Service would
later become involved. American Heritage said of the Marshalls Service
involvement;
By then the sheriff, district attorney, and several state militia officers and United States Marshals were on the scene to promote a truce.” 

Federal Officials were on scene to promote peace, not suppress.

Transparency and Property Rights at issue in Idaho Oil and Gas Conservation Commission Meeting

At the Start of the meeting, the commission acknowledge that they were in violation of the Idaho Open Meetings law. To rectify the violation, they stated the circumstances behind the violation and how they would rectify it. To do this, the commission openly stated the violations circumstances' through open disclosure. The violation itself occurred when a memo was issued to other commissioners regarding Alta Mesa Idaho's application. Who then deliberated on the issue.

The application was removed entirely from the agenda at the meeting.

According to the IDL Directors Report, 16 Wells Permits are currently active. The well in Canyon County has been plugged and abandoned according to the same report. IDL, stands for the Idaho Department of Lands. Who's Oil and Gas activities are regulated by the Oil and Gas Conservation Commission.

Public Records Disclosure of Oil and Gas Production Records:

At the meeting, IDL Director Tom Schultz had recommended commission approval for changes to Idaho Code Title 9 9-340 D (2). Citing the fact that other Oil and Gas producing states allow for Public Records disclosure of Oil and Gas production records.

During the Public Testimony, everyone was in favor of disclosing Oil and Gas Production records. Of those who testified. Two were in favor of having the time limit for secrecy be three months.

Property Rights and Forced Pooling:

The meeting would later discuss Unitization and Shared Pooling. Unitization is a process designed to prevent disputes between companies over drilling operations.

Shared Pooling would later bring tensions between those in attendance and members of the commission.

Tomorrow, a meeting of the Idaho Oil and Gas Conservation Commission will take place at the Statehouse. At issue, is negotiated rule making in relation to Oil and Gas Exploration. (1)

 A November 27, 2012 Memorandum from the Idaho Department of Water Resources summarized the rules related to Hydrocarbon recovery under class two; (1) Class II New Rules Summary Would allow for: •Injection of fluids to aid in recovery of hydrocarbons •Disposal of brines and other fluids associated with hydrocarbon production •Storage of liquid hydrocarbons Specifies: •Application requirements •Application processing •Permit conditions •Operating requirements •Actions to be taken on approved permits •Bonding The original rules were drafted in 1993, according to the Idaho Water Resources Department website. The Idaho Department of Lands and Water Resources share a Memorandum of Understanding related to “Dredge Mining” and “Placer Mining.” (3)

Editorial: If I were to have a Criteria for cutting off Foreign Aid to a country

In thinking about the conflict in the Middle East that's been occurring since "1947." Yes, I am referring to Israel in this instance.

I have been thinking about what criteria I would use to cut off "Foreign Aid" to a country, "if" it were up to me.

So, without further a do, here is the criteria I would use;

"If" they demand "Foreign Aid" in return for being an ally, I would cut them off entirely, including ending Diplomatic Relations. I would include "all" forms of "Foreign Aid" in such a fashion.

"If" the "Foreign Aid" does not have a economic return on investment. (This does not include Weapons/Arms deals.) I would deny the deal and move on.

Besides, I don't want economic resources spent on conflict with religious tensions going back thousands of years.

This is all I have, as of this writing.

Three Protestors Arrested at Anacortes Tesoro Refinery yesterday

Yesterday, three protesters had been arrested outside a Tesoro Refinery in Anacortes Washington. According to the Go Anacortes website, it described the reasoning behind the protest;

 “The protesters were demanding an immediate halt to shipments of Bakken Oil through Northwest communities, the rejection of all new oil-by-rail terminals proposed for the Northwest, and an end to the refinery’s repeated violations of the Clean Air Act, according to a press release.” (1)

Bakken Oil production had been occurring since 2004, according to the Minneapolis Federal Reserve Bank (2);


 

Eco Watch had quoted the activists at the protest as saying;

“Thursday’s derailment was the last straw,” said Jan Woodruff, an Anacortes resident who was blockading the tracks. “If federal and state regulators won’t stand up to the fossil fuel companies endangering our communities, then we, the people of those communities, will do so.” (3)
On May 14th, a report was issued about another Tesoro accident according to the United States CSB;

 
CSB stands for, the Chemical Safety Board, whose primary function is investigate Chemical Refinery accidents. The Board had issued a video about the incident;

Protests over Oil and Gas Negotiated Rule Making To Take Place At The Idaho Statehouse Today

A protest against negotiated rule making for Oil and Gas will take place at the Idaho Statehouse today. At issue, is the leasing of Private Lands for Oil and Gas Development;

According to the Idaho Department of Lands website, the negotiated rule making process has been occurring since April this year.





The meeting will take place 8:30 AM at the Lincoln Auditorium.

EPA Inspector General faced roadblocks in investigating Whistleblower Protection compliance at the United States Chemical Safety Board

Last year, the Office of the Inspector General for the US Environmental Protection Agency faced roadblocks when investigating the United States Chemical Safety Board. In a written statement issued to Representative Daryl Issa, the Chair of the US House Committee on Oversight and Government Reform. The IG began investigating an issue surrounding the disclosure of a confidential whistle-blowing source from inside the CSB by an Official with the US Office of Special Counsel.

According to the Office of Special Counsel, it defines Whistle-blower retaliation as: “A federal employee authorized to take, direct others to take, recommend or approve any personnel action may not take, fail to take, or threaten to take any personnel action against an employee because of protected whistle-blowing.”
Protected whistleblowing is defined as disclosing information which the discloser reasonably believes evidences: 1. a violation of law, rule, or regulation, 2. gross mismanagement, 3. gross waste of funds, 4. an abuse of authority, or 5. a substantial and specific danger to public health or safety.
The EPA said of Whistleblower protection of the CSB Source;

“In September 2012, the EPA OIG received a written complaint from a CSB employee alleging that a high-level Office of Special Counsel (OSC) employee had disclosed to a CSB official the identities of CSB whistleblowers who previously had filed confidential complaints with the OSC. The complaint also alleged that the same high-level OSC employee had taken actions to thwart an open OSC investigation into the CSB whistleblowers’ complaints.”

Previously, the United States Department of Justice had declined to pursue Criminal Charges in the investigation. The CSB later refused to release the records citing Attorney-client privilege. The reasoning given was;

“I have concluded that release of the documents requested by OIG would result in a waiver of the attorney-client privilege of the CSB with respect to certain third-party claimants whose interests are adverse to the CSB and the executive branch. . . . The vast majority of the documents you have requested are communications between CSB personnel and the agency’s outside legal counsel. A small number of communications are between me and CSB attorneys. I am concerned that release of these documents to the OIG will waive the agency’s attorney-client privilege vis-a-vis third parties adverse to the agency and the executive branch.”

The EPA later asked for Congressional Assistance in pursing the matter, stating;
“Refusal is a particularly serious and flagrant problem requiring the issuance of the EPA OIG’s Seven Day Letter. However, without congressional follow-up, the letter is without teeth.”

The Chairman of the CSB dismissed the decision, citing the delay as siding with the unfair critics of the board. According to a report by the Washington Times Newspaper. Sources:

Idaho State Office of Performance Evaluations directed to study Water Quality Measures within the State

A report on Water Quality standards is set to be released this month according to the Idaho Office of Performance Evaluations website. In a letter signed by Chairmen of Three Environmental Oversight Committees on March 8th of last year, they said;

Addressing the subject of Water Quality standards it states;
At the end of the letter, it would later talk about a program called, "Water Quality Pollutant Trading."
Addressing the scope of the study, The Office of Performance Evaluations writes;

"In March 2013 the Joint Legislative Oversight Committee directed us to evaluate opportunities to optimize water quality programs. Specifically, the chairs of the three Senate and House resources and environment committees, who requested this evaluation, wanted to understand the challenges in determining appropriate water quality standards and implementing a program for the trading of pollutant reductions in Idaho."

The evaluation was set to address questions relating to Sustainable Water Quality Pollutant Trading, along with, other topics.
The study itself is currently labeled under "Reports in Progress" according to the Performance Evaluations Website.

Editorial: Men as a Collective Whole are not responsible for the actions of one person: Lets focus on the real problem: A Mental Health problem disguised a Gun Problem and a Tyranny Problem disgusied as a Security Problem

I was personally hoping I would not have to address this topic. Its become necessary due to American Society's obsession with blaming entire groups for the actions of one. First, I would like to address this issue from a post made by Russ Belville of 420 Radio's Russ Belville Show;

Russ has a valid point in trying to talk about this in reasoned, thought provoking, fashion. The problem becomes when people are so overcome with Cognitive Dissonance, they'll lash out in aggressive fashion towards those they disagree with. The biggest example I can think of, is a Twitter hashtag titled KillAllMen. By the way, there are women who do understand the disturbing nature of this;

Yes, that hashtag does actually exist, and yes I agree that the hashtag KillAllMen is disturbing. The shooters rant was equally disturbing as the above mentioned hashtag. In a lot of cases, behavior of this kind is learned at a very young age, regardless of the gender. As such, it is important to point this out for future discussions on things like this. The Federal Bureau of Investigation has done a great deal of research on this, and while I recommend looking at the research they have done in the 1980's on this. I also would agree with the host of Freedomain Radio in asking that we not waive an activist flag over dead bodies;
Instead, lets actually do some thorough research on this kind of issue. In the source citations is links to the Federal Bureau of Investigation on Mental Health issues, as they have consistently done some of the greatest research on tragedies like this one. Women don't want to be blamed as a whole for this;
Men don't want to be blamed as a whole for the low life shooter at UC Santa Barbara. Oh, and by the way, I have Aspergers Symdrome, and I still think the UCSB shooter was a low life. It should also be noted that Hollywood is the perpetrator of unrealistic bullshit, such as, expectations in dating. I will put this in wording everyone understands, "Violence against any gender is wrong." While these issues are going to be addressed, I would have to say that the Pharmaceutical Industry's "so-called" Medicine does need to be examined a lot more. As such, a new approach needs to be taken on the issue of Mental Health, and how to treat it. As Joe Rogan said;

Washington State Orders US Government to Pump Hanford Nuclear Site Tank

The Washington State Department of Ecology had announced within the Last Month that the State has ordered the United States Government to pump the Hanford Nuclear Storage Site Tanks. As the department described; 

“Tank AY-102 was confirmed to be leaking into the tank’s secondary containment in October 2012. Since then, Ecology has been working with USDOE and their contractor to determine options for addressing the leaking tank. However, after months of discussions, it is clear that the federal government is not willing to address the regulatory requirements to remove the waste in a timely manner. “

A presentation on the reservation issued by the Department within the last year had described the situation;
"Recent Tank Issues  Single-shell tank review findings:  6 leaking, 14 more under investigation for declining levels  52 under investigation for precipitation entering (intrusion)  Double-shell tank leaking between shells (annulus)  The State believes additional tank space will be required to support continued retrievals, prepare for feeding the Waste Treatment Plant, and for emergency retrieval space. The department in that presentation had mentioned that there were no immeadiate concerns in association with the tanks."

However, it also stated;
“None of this mitigates the State’s concerns. The discovery of leaking tanks underscores the importance of retrieving and treating this tank waste as quickly as possible to mitigate the chances for further releases to the environment.”

The main agency in charge of the Hanford Nuclear Reservation is the United States Department of Energy. According to the Hanford.Gov website, it describes the sites history;
“The Hanford Site sits on 586-square-miles of shrub-steppe desert in southeastern Washington State.  Beginning in 1943, the site was used to produce plutonium for the bomb that brought an end to World War II.  After a short lull, production was ramped up in 1947 to meet the challenges of the “Cold War” and continued until 1987 when the last reactor ceased operation.  Weapons production processes left solid and liquid wastes that posed a risk to the local environment including the Columbia River. In 1989, the U. S. Department of Energy (DOE), Environmental Protection Agency (EPA), and Washington State Department of Ecology entered into a legally binding accord, the Tri-Party Agreement (TPA), to clean up the Hanford Site.”

The area surrounding the site was home to many Native American Tribes in previous centuries. The department said of Non-compliance with the Administrative Order,
“Failure to comply with this order could result in fines for the federal government.”
