New Construction taking place at Main and 6th Intersection

In Boise, there is an area of the Downtown Core referred to as the “Old Boise District.” The District itself, is home to buildings originally built during the early 20th Century. One of those buildings, is the Eagles Building;

Current construction in the area, is a part of a Capital City Development Corporation initiative, called, “Old Boise Streetscape.”

Construction at Main and 6th Intersection in Downtown Boise Idaho.

The main contract for the project was awarded to “Diamond Contractors” for the amount of Seven Hundred Eighty Seven Thousand, Eight Hundred Sixty Six dollars. According to May 12th Minutes of the Corporations Board of Commissioners.

Corporation documents list four companies as consultants for the project.
 Addressing the issue of Asbestos, one the projects addendum's stated;

Breaking: Unauthorized Login to Google Account Associated with Idaho Calling Blog has now occurred.

Google has blocked two unauthorized login attempts to the Google account associated with this blog:

The initial review of the login attempts stated the known location as Meridian Idaho. However, according to an IP Trace, it revealed a completely different location.

New Idaho Oil and Gas Leasing Auctions set to occur

A new series of Oil and Gas Leasing auctions are set to occur according to the Idaho Department of Lands Website; (1)
 
The Department gave the following description of the Oil and Gas Leasing Process; (1)
 
In April of this year, protests over the process had been initiated by Environmental Activist Groups. Among those groups, included Wild Idaho Rising Tide and Idaho Residents Against Gas Exploration. (2)
Currently, IDL states that there are 16 active wells currently in the State. One of which, has been plugged and abandoned;
 
In a written comment to the Idaho Oil and Gas Conservation Commission, WIRT said; (3)
 
 Continued protests associated with the Leasing Process are expected to continue.

Fact Check: Is the Idaho Hazard Mitigation Plan on Civil Disturbances Historically Accurate?

The State of Idaho’s Bureau of Homeland Security sends out a plan, called a, “Hazard Mitigation Plan.” One aspect of the plan contains a section on Civil Disturbances.
Addressing historical Civil Disturbances in Idaho, the plan stated; (1)

"There have been several episodes of civil disturbance in Idaho. Chinese immigrant 
mining disturbances  date back to 1885, and miner strikes and confrontations are 
recorded in the 1890’s. During this  decade, Idaho Governors requested federal 
assistance on two separate occasions in efforts to suppress 
insurrection. (Coeur d'Alene Miners' Dispute (1892-1899)"

This was also known as the Burke Canyon Shootout. 

American Heritage Magazine said of the Dispute; (2)

Fortunes were being made—but not by the men who worked down in the mines. There were about 
three thousand of them by then, plus another five hundred common laborers. And they earned $3.50 a 
day for a nine-hour shift.”

 This dispute would later involve the use of Guns, to which, the United States Marshalls Service would
later become involved. American Heritage said of the Marshalls Service
involvement;
By then the sheriff, district attorney, and several state militia officers and United States Marshals were on the scene to promote a truce.” 

Federal Officials were on scene to promote peace, not suppress.

Transparency and Property Rights at issue in Idaho Oil and Gas Conservation Commission Meeting

At the Start of the meeting, the commission acknowledge that they were in violation of the Idaho Open Meetings law. To rectify the violation, they stated the circumstances behind the violation and how they would rectify it. To do this, the commission openly stated the violations circumstances' through open disclosure. The violation itself occurred when a memo was issued to other commissioners regarding Alta Mesa Idaho's application. Who then deliberated on the issue.

The application was removed entirely from the agenda at the meeting.

According to the IDL Directors Report, 16 Wells Permits are currently active. The well in Canyon County has been plugged and abandoned according to the same report. IDL, stands for the Idaho Department of Lands. Who's Oil and Gas activities are regulated by the Oil and Gas Conservation Commission.

Public Records Disclosure of Oil and Gas Production Records:

At the meeting, IDL Director Tom Schultz had recommended commission approval for changes to Idaho Code Title 9 9-340 D (2). Citing the fact that other Oil and Gas producing states allow for Public Records disclosure of Oil and Gas production records.

During the Public Testimony, everyone was in favor of disclosing Oil and Gas Production records. Of those who testified. Two were in favor of having the time limit for secrecy be three months.

Property Rights and Forced Pooling:

The meeting would later discuss Unitization and Shared Pooling. Unitization is a process designed to prevent disputes between companies over drilling operations.

Shared Pooling would later bring tensions between those in attendance and members of the commission.

Idaho Oil and Gas Conservation Commission Meeting to take place tomorrow

Tomorrow, a meeting of the Idaho Oil and Gas Conservation Commission will take place at the Statehouse. At issue, is negotiated rule making in relation to Oil and Gas Exploration. (1)
 
In a July 7th Instant Message Q&A with the Twin Falls Times-News, John Foster of Alta Mesa Services said; (4)
 
 A November 27, 2012 Memorandum from the Idaho Department of Water Resources summarized the rules related to Hydrocarbon recovery under class two; (1) Class II New Rules Summary Would allow for: •Injection of fluids to aid in recovery of hydrocarbons •Disposal of brines and other fluids associated with hydrocarbon production •Storage of liquid hydrocarbons Specifies: •Application requirements •Application processing •Permit conditions •Operating requirements •Actions to be taken on approved permits •Bonding The original rules were drafted in 1993, according to the Idaho Water Resources Department website. (4)

The Idaho Department of Lands and Water Resources share a Memorandum of Understanding related to “Dredge Mining” and “Placer Mining.” (3)

Editorial: If I were to have a Criteria for cutting off Foreign Aid to a country

In thinking about the conflict in the Middle East that's been occurring since "1947." Yes, I am referring to Israel in this instance.

I have been thinking about what criteria I would use to cut off "Foreign Aid" to a country, "if" it were up to me.

So, without further a do, here is the criteria I would use;

"If" they demand "Foreign Aid" in return for being an ally, I would cut them off entirely, including ending Diplomatic Relations. I would include "all" forms of "Foreign Aid" in such a fashion.

"If" the "Foreign Aid" does not have a economic return on investment. (This does not include Weapons/Arms deals.) I would deny the deal and move on.

Besides, I don't want economic resources spent on conflict with religious tensions going back thousands of years.

This is all I have, as of this writing.
